Encima Global was founded by David Malpass, former Chief Economist of Bear, Stearns, to provide economic and market insights to institutional investors. Encima means "on top of" in Spanish, expressing our goal to anticipate new investment themes and market inflection points. David Malpass is a top-ranked Wall Street economist and former senior Treasury and State Department official. Investors value David's original thinking about the forces that shape economic activity. He was ranked second in Economics by Institutional Investor's buyside polls in '05, '06, and '07. In Washington, David worked on major tax, trade and banking legislation, including the Brady Plan and the S&L bailout, giving him unusual insight into U.S. government policy-making processes. David alternates writing the "Current Events" column in Forbes magazine, and his opinion pieces appear regularly in the Wall Street Journal. He speaks frequently at conferences, board meetings, and on national business television networks.

Wing Chow contributes quantitative and market strategy insights to Encima's economics product. Wing was previously a Managing Director in research at Bear Stearns. Wing wrote Bear's quantitative and technical report "From the Trading Floor" and was ranked in the Institutional Investor poll for Index Analysis in Derivatives.

Encima has also introduced Washington Notes. This product draws on our substantial Washington experience and network, as well as our new consulting relationship with Steve Bell. Washington Notes expands our commentary on legislation, the legislative process, and Washington's fiscal morass, while continuing coverage of Fed policy. Steve Bell is a valuable source for Washington insights. He was Staff Director for the Senate Budget Committee, headed Salomon Brothers' Washington D.C. office, and is an expert on Washington policy-making and the budget. Steve and David overlapped during David's Washington years at Treasury, State and the Senate Budget Committee staff.
